The outcome of Russia’s war of aggression in Ukraine is uncertain. The current level and type of Western support could mean that it is heading for a “stalemate.” That the head of Ukraine’s armed forces recently called the war “positional” portends either a long, bloody conflict or a forced settlement that would reward Russian aggression.
None of these scenarios serve the interests of Ukraine, European security, the global order, or Germany. Rather, they lock in many of the most significant costs of a Ukrainian defeat without securing the benefits of a Ukrainian victory – a result that would be felt across Europe and the wider democratic world.
This high-level event explores how Germany and its allies can shift course to support Ukraine to win and stave off the huge costs of defeat. We will assess the obstacles to doing so and how they can be overcome as well as how to lock in the benefits of victory by integrating Ukraine into NATO and the EU.
