On Monday, Russia’s President Vladimir Putin recognized two separatist republics in the Donbas region of eastern Ukraine and ordered Russian armed forces to move in. Ukraine’s President Volodymyr Zelenskiy called on his people to remain calm and indicated that he has no intention of responding militarily to this breach of international law. Currently, it is not clear whether Russia’s troops will stop at the “line of contact,” the almost 500-kilometer front between territory controlled by the Ukrainian government and the two enclaves that have been held by Russian-backed separatists since 2014. Yet the United States, Germany, France, and their allies are already coordinating new financial and economic sanctions on Russia.
In this Early Bird Breakfast, we will assess this latest development and what Putin’s logic could be. Further, we will discuss the form that the Western response could take at this stage, how to limit Russia’s further conquest of Ukraine, and the consequences for European security.
