By starting a war of aggression against Ukraine in violation of international law on February 24, 2022, Vladimir Putin destroyed the European security and peace order that had held for decades. In a policy statement just three days after the war began, Germany’s then Chancellor Olaf Scholz referred to the Russian invasion as a turning point in the history of the European continent – and announced a so-called Zeitenwende, a significant turnaround in Germany’s security and defense policy.
