DGAP has recently hosted a number of workshops and events on the reform of Germany’s debt brake as well as the reform of the EU’s fiscal rules.
The current German government has created an expert commission to make proposals for amending the rules of the debt brake, which are enshrined in Germany’s constitution. A group of experts led by DGAP senior associate fellow Shahin Vallée is convinced that the status quo is not sustainable because it undermines German fiscal policy. It creates incentives to expand off-balance sheet spending outside of the federal budget and the oversight of the Bundestag. It also opens potential conflicts with the EU’s fiscal rules.
