In recent years, Europe has aimed to reduce its strategic technology dependency from China. In fact, the People‘s Republic has become an innovation powerhouse. However, to this day, China profits from interaction with Europe. In its new report, the Digital Power China research consortium traces whether and how China relies on Europe. Such reverse dependence poses a dilemma for Europe: Strategic entanglement preserves leverage but stands in the way of increased security through autonomy. We discuss these risks and the opportunities.
