We live in an era shaped by new challenges stemming from geopolitical upheaval and rapid technological development, including growing risks related to the transfer of and access to critical technologies and emerging and disruptive technologies (EDTs). This project focuses on transfer controls and access regulation concerning critical technologies – the extent to which both are already being used and their potential, as well as the gaps in between. Through intensive dialogue with stakeholders from policy, civil society, and industry, DGAP’s experts will create evidence-based analysis to contribute to the German debate on technology access, transfer, and export controls. Within this initial framework, the project seeks to assess critical technologies and their specific risk factors, sensitize and connect stakeholders to the issue, and develop a course of action for policy-makers in key technology fields.
