The German Council on Foreign Relations (DGAP) and Friedrich-Ebert-Stiftung – in cooperation with the Civil Society for European Integration Project–Institute for European Policies and Reforms (IPRE), Independent Analytical Centre Expert-Grup, and Institutum Virtutes Civilis (IVC) – cordially invite you to a report presentation and discussion.

On October 20, Moldova will hold a presidential election that coincides with a crucial referendum on European integration. This referendum, initiated by President Maia Sandu and the ruling Action and Solidarity Party (PAS), aims to make Moldova’s path toward EU membership irreversible even in the face of potential political changes.

These dual votes will be a significant challenge for the incumbent. In addition to ongoing disinformation campaigns and hybrid attacks, President Sandu faces a series of domestic crises and economic instability that have led to a decline in public support for both the government and her leadership – also from the Moldovan diaspora, a bloc that was pivotal to her previous electoral victories.

The referendum has become a focal point for Russian proxies who are using it to push narratives that the government is either dragging Moldova into a war or lacks sufficient backing from the EU for membership. If it fails, it could have significant implications for the 2025 parliamentary elections and Moldova’s European integration journey.
