Tech policy has become a central element of US engagement with the world – one increasingly seen through the lens of the great power competition between the United States and China. In this engagement, Europe will be a key partner of the incoming administration of US President-Elect Joe Biden. While difficult conversations remain to be had on data protection, platform regulation, digital taxation, and industrial policy, new convergences also offer some promise for greater cooperation in emerging technology from 5G to artificial intelligence.
This discussion will examine the full range of issues that will confront the Biden administration on transatlantic technology policy and assess the prospects – and pitfalls – for transatlantic cooperation on each of them. It will also attempt to draw out areas of early interest as the EU forges ahead with its ambitious agenda on digital regulatory and industrial policy.
