With the civilian CSDP Compact of November 2018, EU member states and the EEAS brought new momentum to strengthening the EU’s civilian crisis management missions. Until 2023, they aim to implement 22 political commitments and increase the mission’s efficiency. The current coronavirus health crisis poses a risk to the process and its outputs.

In this Web Talk, we will discuss whether – despite decreasing political attention and tightened budgets in the age of COVID-19 – it is still possible to progress with CSDP as planned. We will not only assess how Germany can realistically support the process during its upcoming Council Presidency, but also how the EEAS can bolster ongoing efforts in member states in light of the unfolding economic crisis brought on by the pandemic.

Speakers:

Crista Huisman, Head of Sector Civilian CSDP, SecDefPol.1, European External Action Service (EEAS)

Markus Woelke, Head of Division, Common Security and Defence Policy (CSDP), Federal Foreign Office

Tobias Pietz, Deputy Head Analysis, Center for International Peace Operations (ZIF), Berlin

Moderator: Carina Böttcher, Research Fellow, Program Security and Defense, DGAP
