The German Council on Foreign Relations (DGAP), in cooperation with Stiftung Mercator, is launching the European Zeitenwende Strategy Group, the focus of a two-year multinational project to develop fresh strategic ideas for future European security policy.

In 2025, Europe faces a new security reality created by dramatic changes to the geopolitical environment. Recent developments around Russia’s war against Ukraine, the shifting transatlantic relationship following Donald Trump’s return to the White House, the West’s growing rivalry with China, and evolving regional orders and instabilities demand that the EU develops a comprehensive strategic approach that enables a coherent European response on security issues.
To support the fundamental reorientation that European politics need, DGAP has launched the European Zeitenwende Strategy Group. It taps the know-how of representatives from EU member states that – as direct neighbors to Russia and Ukraine – best understand the urgency of driving this process forward. Under the slogan “In Together – Shaping a Common European Future,” the Strategy Group gathers high-profile experts from Central, Eastern, and Southeastern Europe, as well as the Nordic and Baltic states, together with their German colleagues and relevant policymakers to develop concepts for a new European security policy. In light of the biggest threat to Europe since the Second World War and a pivotal turn in transatlantic relations, it aims to support a substantial strategic shift in the European debate on Russia, Ukraine, and security.
