The Zeitenwende in security policy presents Germany and Europe with fundamental challenges. The German Council on Foreign Relations (DGAP) is responding to this epochal shift with new projects.

As significant progress must be made on both fronts in the next few years, DGAP is developing scenarios and options for active engagement: on strengthening Germany’s defense capability, on building safeguards vis-à-vis an unpredictable United States, and on bolstering European deterrence. New initiatives include:
Five Years to Defense Capability: Germany’s military capability must be established quickly, but which concrete steps are necessary? DGAP develops and describes the measures needed to establish an independent capacity for defense within a few years.
Strategic Protection Vis-à-Vis the United States: The transatlantic partnership is in crisis, but how exactly should Germany react to an unreliable USA? DGAP analyzes which economic, diplomatic, and security policy measures are needed to safeguard Germany and Europe against political uncertainties – if necessary, without or against the United States. In April, DGAP will publish a collection of articles on “100 Days of Trump.” Scenarios for the period after the midterm elections in 2026 will follow.
Europe’s Nuclear Deterrence: As nuclear deterrence becomes a focus of Europe’s security policy, what are the options for a European Umbrella? DGAP fosters the exchange of knowledge across national borders and provides strategic guidance in the debate around a common European deterrent.
European Zeitenwende Strategy Group – “In Together – Shaping a Common European Future”: DGAP’s European Zeitenwende Strategy Group brings experts from Central, Eastern, and Southeastern Europe, as well as the Scandinavian and Baltic states, together with those from Germany to rethink European security for a drastically changed environment.
