Alongside reforming criminal prosecution, reorganizing the court system is the most important task within the reform of Ukraine’s state and justice sector. Political dependence, corruption, and inefficiency remain problematic, leading to impunity and undermining the population’s trust in both the judiciary and the state. How can Ukraine provide for independent judges who get selected on a transparent and competitive basis? To what extent is civil society included in the reform process and how can public transparency of these reforms be ensured? How could the European Union and Germany contribute more effectively to sustainable changes in Ukraine’s justice sector?
