Marcin Terlikowski, Ph.D, is head of International Security Programme in the Polish Institute of International Affairs (PISM). 

Since 2007 he has been defence analyst with PISM. He holds Ph.D. in defence economics (Warsaw School of Economics, SGH). In his research he focuses on military capability development in Europe, both within the European Union’s Common Security and Defence Policy (CSDP), including PESCO; and in NATO.
