Evan T. Bloom is a senior fellow at the Polar Institute of the Woodrow Wilson International Center for Scholars in Washington, DC. He joined the Wilson Center in January 2021.

Bloom is a lawyer and former senior diplomat at the US Department of State where he served, inter alia, as acting deputy assistant secretary of state for oceans and fisheries and director of the office of ocean and polar affairs. He helped establish the Arctic Council, negotiating its initial rules and documents in 1996. He also supervised US representation in the Council from 2006 to 2020 and co-chaired the Arctic Council task force that produced the eight-party Agreement on Arctic Science Cooperation.
