Toward an Indo-German Green Strategic Partnership

Aligning Partnership Agreements with Foreign Policy Goals

Energy and climate partnerships between India and Germany are approaching a 20-year mark. Now, both countries are adopting green ­technologies and scaling up mitigation efforts more ambitiously, in line with global climate targets – including the goal to triple renewable ­energy capacities. In this policy brief, we look at the bilateral partnerships on climate change mitigation, assess how they align with the two countries’ foreign policy priorities and what a future partnership landscape could look like.

German-Japanese Cooperation?

A joint symposium from the DGAP and the Japan Economic Foundation (JEF) examines the opportunities for cooperation

EU and Japan started a scoping exercise on the chances of a bilateral FTA. The symposium recognized the potential but also stressed the problem of removing non-tariff barriers in the Japanese market. On energy, Japan and Germany took different positions: While some stressed that the nuclear option was still necessary to achieve energy security, Germany committed to the “Energiewende”. The last topic on climate change triggered a discussion on how to achieve the 2°C target within the Durban framework.

Nursultan Nasarbajew über die wirtschaftlichen Ambitionen Kasachstans und die geplante Eurasische Union

Wirtschaftliche Diversifizierung, Hochtechnologie-Importe, Rohstoffpartnerschaften: Bei seiner Rede in der DGAP am 7. Februar präsentierte der kasachische Präsident Nursultan Nasarbajew sein Land als aufsteigende Wirtschaftsmacht. Die geplante Eurasische Union mit Russland und Belarus sei kein Rückfall in sowjetische Zeiten, sondern eine Chance, im Zeitalter der Globalisierung als gestaltender Akteur aufzutreten. Das Grußwort sprach Bundesaußenminister a.D. Hans-Dietrich Genscher.

Der Aufstieg Chinas erfordert von den USA ein sicherheitspolitisches Umdenken

Sind die USA in der Lage, sich schnell genug den neuen sicherheitspolitischen Bedingungen anzupassen? Die angestammte Rolle der USA wird heute vielfach herausgefordert. Das Land steckt tief in wirtschaftlichen Problemen, mit China wächst ein neuer Konkurrent heran. Im DGAP-Gesprächskreis Transatlantische Beziehungen plädierte Prof. Stephen Walt (Harvard University) für ein neues Konzept der Interessenwahrnehmung und Machtprojektion.

Thus, the Association of Southeast Asian Nations (ASEAN) strives for long-term relations to EU countries that won’t weaken as they did during the Asian crisis in 1997. EU’s political body serves as an “inspiration”, not a as role model.

Are democracy and Islam compatible? Looking around at most Muslim countries in the Middle East, Asia, and Africa, one could certainly doubt this. However, Indonesia – with a Muslim population of over 200 million; the largest Islamic country in the world - shows that democracy is possible.
