Our panel talks defense politics ahead of the NATO Summit in The Hague on June 24 and 25. Secretary General Mark Rutte is working toward a spending target of five percent of GDP for member states, a number that had been rejected by Europeans until recently. We assess the importance of this target as it relates to the role of the United States and to Russia’s ongoing war on Ukraine. We also explore the expectations for its implementation, especially in terms of the role of Germany under the leadership of Chancellor Friedrich Merz.
