The annexation of Crimea and the war in eastern Ukraine need to be considered against the backdrop of Russian hybrid warfare. Apart from “little green men” in Ukraine, media propaganda and the manipulation of public opinion have become a key strategy of Russia in dealing with EU member states. A fake story about refugees having raped Russian-German girl “Lisa” marks a new stage in this Russian media warfare: different groups living in the country are being used in order to weaken the credibility of the German state. How systematic is this strategy? How successful can it be? And how should the EU respond to this challenge?
