The Zeitenwende in German defense policy that was announced in reaction to Russia’s large-scale invasion of Ukraine was initially welcomed by Germany’s allies. Now, however, those allies are increasingly criticizing the ongoing process for being too slow or insufficient. In France, it has even been perceived as a threat to the Franco-German consensus on European sovereignty that had emerged in 2017.

Please join us in closing out an eventful 2023 by discussing how France perceives the Zeitenwende. We will explore how the process impacts Franco-German relations in a broad sense. Further, we will assess how to shape a positive agenda for 2024 as both Europe and the United States hold elections by year’s end.

Panelists:
Ulrike Franke Senior Policy Fellow, European Council on Foreign Relations (ECFR)
Élie Tenenbaum Director, Center for Security Studies, French Institute of International Relations (IFRI)
Sven Arnold Research Fellow, German Institute for International and Security Affairs (SWP)
Moderator: Jacob Ross Research Fellow, Alfred von Oppenheim Center for the Future of Europe, German Council on Foreign Relations (DGAP)
