The new full-scale offensive in southern and eastern Ukraine launched by Russian forces last week – with vastly greater numbers and firepower – has not produced visible gains. We will discuss how precarious the current situation is for Ukrainian forces in the east, and what is going on in Ukrainian territories under the Russian occupation. We will also assess efforts to broker new peace talks by UN Secretary General Antonio Guterres who will be heading to Moscow to meet Russia’s President Vladimir Putin on Wednesday and to Kyiv for talks with Ukraine’s President Volodymyr Zelenskiy the next day.

Meanwhile, the EU Commission is drawing up plans for a sixth package of sanctions against Russia, including some form of ban on Russian oil imports. The German government, among others, has warned of a recession if such a ban enters into force too quickly. Germany has also been hesitant to supply heavy weapons to Ukraine, resulting in accusations of a lack of clarity in terms of both substance and communication. We will discuss the aims that Germany should pursue and asses its public diplomacy and support of Ukraine so far.
