DGAP’s Research Institute regularly brings together experts and high-level guests to discuss the latest developments in foreign affairs. On October 22, we will look at military artificial intelligence, in particular Lethal Autonomous Weapon Systems (LAWS), and their impact on warfare in Europe and beyond. Autonomous weapons are among the fastest growing areas of armament. While they attract significant research and private investment, the need to ensure meaningful human control over them has sparked debates over ethical and legal norms among academics, industries, and governments. Negotiations under the United Nations Convention on Certain Conventional Weapons (CCW) with a view to eventual regulation are ongoing. Earlier this year, Germany’s Federal Ministry of Defense released its official AI strategy and guidelines. We will discuss these initiatives and how they might help strike a balance between procurement, military innovation, and meaningful human control.
