The German Council on Foreign Relations (DGAP) and The National Security Commission on Artificial Intelligence (NSCAI) cordially invite you to our discussion.
The rise of AI-driven tech-authoritarianism – first and foremost, by China – poses a global challenge to like-minded democracies. The recent report of the National Security Commission on Artificial Intelligence (NSCAI) presents an integrated U.S. national strategy to make the United States fit for an “era of AI-accelerated” geopolitical competition. Critically, this includes calls for increased international cooperation.
On the other side of the Atlantic, the EU is examining ways to extend cooperation for a “new, forward-looking transatlantic agenda” through a new EU-US Trade and Technology Council – with AI at its heart. At the same time, the EU has just published its proposal “Laying down harmonized rules on Artificial Intelligence and amending certain union legislative acts,” which primarily introduces regulation of “high risk” AI.
This event will look at the NSCAI Final Report, geopolitical challenges to digital democracy, and Europe's role in AI governance. The first part of the event will focus on NSCAI’s recommendations on international cooperation and partnerships. The subsequent panel discussion will elaborate on how to bridge the gap between the approaches of the United States and EU to regulate AI as well as opportunities arising from AI applications.
