The attempted coups in the United States in January 2021 and Brazil in January 2023 share a key element: In both cases, insurgents have skillfully moved across various social media platforms to create and spread narratives and mobilize their followers. A playbook for staging a coup is emerging, and governments and platforms have been slow to respond. More cooperation and transparency are required. While the European Union has at least created an appropriate legal framework, implementation will be challenging.
The chancellery and the finance ministry have put the brakes on the process that was supposed to lead to the publication of Germany’s first-ever National Security Strategy in early February. Olaf Scholz seems to have written one alone already.
Geopolitical and geoeconomic conflicts are mounting, and the EU is responding with renewed vigor in trade agreements. But it also urgently needs to move forward with World Trade Organization reform.
The frenetic growth of world trade has been over for some time. Geopolitical risks are now leading to a new order. This by no means heralds a phase of deglobalization—which is empirically unlikely and would be costly economically. The European Union would do well, however, to ensure greater diversification.
Dossier: Russia’s War Against Ukraine
Russia’s attack on Ukraine on February 24, violating international law, shocked the global community and brought war to Europe – along with fears of a nuclear escalation. Europe and its allies are responding with tough sanctions against Russia in the areas of finance, energy, and technology. In a sudden change of course, the German government has approved arms deliveries that it had previously rejected. While international appeals for a ceasefire are being made to Russia’s President Vladimir Putin, one thing is already clear: the European security order as we knew it no longer exists. The German government’s radical U-turn in security and defense policy is only one facet of that.
This dossier provides an overview of DGAP’s diverse expertise and activities on the conflict. See below for statements on current developments, in-depth analyses on how it could have come to this, and recommendations for action to the German government, as well as numerous interviews and high-profile discussion panels.
