Can EU Funds Promote the Rule of Law in Europe?
A policy brief by Jasna Šelih and Carl Dolan of Transparency International EU and Ian Bond of the Centre for European Reform

Carl Dolan, Director of Transparency International EU, will outline the EU’s activities to strengthen the rule of law in member-states. He will focus, in particular, on the options for making the disbursement of the EU’s sizeable structural and investment funds conditional on the recipient countries’ compliance with EU values. Heather Grabbe, Director of the Open Society European Policy Institute, and Milan Nič, Senior Fellow at DGAP, will comment on the policy brief by TI and CER and the state of the rule of law in Europe. These opening remarks will be on-the-record. Jana Puglierin, Head of the Alfred von Oppenheim Center for European Policy Studies at DGAP, will then chair an off-the-record discussion. The event will be held in English.
