The United States has long enjoyed conventional military superiority by virtue of technological advantages and advanced capabilities that have enabled it to operate across transoceanic distances to assure allies and deter adversaries. Potential competitors and adversaries are investing heavily in advanced capabilities designed specifically to counter the traditional military advantages of the US and its European allies. To “offset” these new capabilities and ensure continued conventional superiority and freedom of action for US and allied forces, the US is developing a “3rd Offset Strategy.” What does this strategy contain? As Europe grapples with mounting security challenges on its continent – from a revanchist Russia, an increased terrorist threat from ISIS, and its mounting refugee crisis –Does the “3rd Offset Strategy” present opportunities for the US’s European allies and for transatlantic relations in general?

Prof. Dr. Eberhard Sandschneider, Otto Wolff Director of the DGAP’s Research Institute, will chair the discussion.
