Joint Roundtable discussion by the German Council on Foreign Relations (DGAP) in cooperation with the
GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit).

With the return of Vladimir Putin as the Russian president in 2012, we observe an increasing securitization of all spheres of the Russian state: in decision-making circles, the role of security service people has been growing at the cost of the economic elites; especially in the inner circle around President Putin, the security elite plays an even more prominent role than before. This has consequences not only for the role of security in Russian politics and the Russian elites’ threat perception, but also for the EU, social mobilization within Russia, and the country’s economic policy.
