"It is a funny contradiction," says Henning Riecke, head of the transatlantic program at the German Council on Foreign Relations (DGAP) in Berlin. "On the one hand, the Germans have their problems with the use of force in the international relations. They are very much afraid of an uprising militarism that might come out of this. On the other hand, Germany is the 3rd largest arms exporter in the world and has a large share in this billion dollar market," says Riecke on CNN.
